Primary Health Care is the cornerstone of Universal Health Coverage (UHC) in Kenya. HENNET is deeply invested in advancing PHC as a means to bring quality people-centered, preventive, promotive, curative, and rehabilitative care delivered close to where people are. Kenya has adopted a Primary Care Network (PCN) Hub-and-spoke model which is key in actualizing PHC in Kenya. The PCN model clusters health facilities within a defined geographic area with a population coverage and anchored on a health center (hub) and linked to dispensaries, community health units, and referral hospitals.
Why it matters
Our PHC Coalition’s advocacy led to 12 counties increasing their primary care budgets by 18% in 2023.

Our PHC Interventions
Kenya PHC Coalition
HENNET leads and hosts the national CSO platform that: *Advocates for PHC policy reforms, *Educates the public on Kenya's PHC Model, *Coordinates civil society input into PHC implementation
Policy Advocacy
Through participation in Technical Working Groups, HENNET: *Contributes expert insights to shape PHC policies, *Pushes for equitable resource allocation at county/national levels, *Monitors implementation of PHC commitments
Health Financing Oversight
We engage with the Social Health Authority to: *Ensure health financing policies reflect citizen needs, *Advocate for transparent management of Kenya's new health funds, *Strengthen accountability in PHC resource utilization


Our Key Achievements
